I believe stage 5 of the contract was supposed to start after sequestration had already started. It doesn't mater when it started with a staged contract each stage is separate.
Tacom and the OSU/CAR team are working on some of same problems. Yes I said problems they happen w/ R&D companies. Every engine has been sold as a still in beta product. Not ready for commercial sales.
