Any way you parse it, it ends up in the same place. Cyclone sold DOD they had an actual steam engine powered genset and it was just a matter of miniaturizing it to DOD specs. The contract was entered prior to sequestration and it is not clear what program you speak of. According to Chris Nelson the delivery of the final product is due at the end of summer (formally described as during summer). There are 20 days left in summer.
What director are you referencing? The DOD/TACOM project is not the same as the WHE with the common denominator being the piston and block unit design.
