GRLT they need more shares to uplist and increase liquidity, look at this:
Shares Outstanding 8,252,502 a/o May 15, 2013
Float 477,502 a/o Apr 29, 2013,
Less than 1/2 million in the float and 8.25 million outstanding. They have to make more shares available to increase trading and make it orderly, with such a small amount of shares available you may not be able to sell in a down turn much less buy as you would chase it .There is a happy medium and they have an authorized share count at 200 million and even with the dividend it doesn't reach that amount. It will end up with 41,262,510 shares outstanding and even if they went 5 times that we would be considered a fair stock count.

If it were bad to get more shares trading they wouldn't do it. The share structure is too thin and so the dividend. Hopefully people will trade the first basic share and get them into different hands. This is an excellent move. It solves the liquidity problem and rewards the shareholder.
