From the public record I would recreate the evolution of the BiB in this manner, Run:

*George V. uses Army connections to get the Argus tested in Yuma and Nevada
*During those tests the Army says, great, great, but what we really need right now is a small tactical aerostat (a Blimp in a Box)
*WSGI executes initial BiB concept prototype (Mark 1) with Galaxy Blimps as subcontractor
*WSGI comes into contact with Kevin Hess at Aerial Products/LTAS Corp and contracts with them as development partner
*Kevin brings legacy AP innovations to bear with the WSGI requested parameters to create the Mark 2 which was demoed in December 2012
*Contract is signed with the Army and delivery of the two units takes place in two stages--this allows for changes to be made to the second unit which produces BiB Mark 3

From my knowledge of Kevin, I would speculate that he continues to add innovations to the BiB to improve functionality and address end user concerns. IMO that is just who he is and I like that about him.

Perhaps we can view the BiB as a marriage of WSGI product development strategy (inspired by active Army engagement)and LTASCorp/AP off-the shelf technologies and capacity for LTA innovation. To me this is good business leadership and I commend management for it. JMO
