Keep in mind that the A/C tech is talking about outside air that has not been pre-cooled, and that going into the condenser of the A/C. The pre-cooled air will be at least 10 degrees cooler than outside air, and that is what is going to be pulled into the condensing coil.
Since the air going into the condenser is at most 91 degrees, you could set your T-stat down to 71 degrees if you wanted to.
