No the 8K from Nov 16, 2012 for the republic of Haiti and the 8K from Dec 27, 2012 for the republic of Liberia.
Three of the signatories are the same for both agreements including Cary. However despite the fact they are two separate agreements on two different dates those three signatures on both agreements are identical including their location on the signature line.
That makes them suspect in my mind. It looks too much like those signature pages came from some other agreement and were inserted into both of these agreements with a change to the date and reorientation of the 'seal'. Put them side by side on your screen and you will see what I am talking about.
