Is Monk being charged with doing something illegal? I don't think so. He violated securities laws.

Nazir was the sole officer of CDIV when they published financials with otcmarkets which were clearly extremely flawed and presumably fraudulent, enough to justify a complaint by the SEC for securities laws violations.....if they were so inclined.

Otcmarkets appears to have apparently removed some of the documentation, but some of the financial data remains:
