Flippers don't issue false PRs, or lying financial statements, flippers can't get their shares at UNDER .0001 but your right, flippers have to be smart enough to sell once they see a profit, not much different. Must be tough being a scam company that only dumps shares out, not much profit if the DTC Chill keeps choking them down.
