They do to manipulate stocks. In OTC when I was a rookie I tried few times to buy a small order above the ask to put paint job higher but I get filled at the ask. Anyone can try it and they will see for themselves PERIOD.

On OTC there is no particular order orders are filled; definitely not first come first serve.
