A stock that should be selling @ .04 pps but can't

I'm not sure how this can be valued anywhere near .04 (giving it an $8 million market cap)without current financials, O/S numbers and/or a CEO who updates shareholders.

Who is the actual T/A? The last listed is American. ONCO doesn't come up on their site.

THIS is the most troubling, taken from Delaware SOS (yes, I paid the $20). Hate to say it bilachos, but this company seems dead in the water for now, unless I'm missing something.
