Lower power means my machine will run cooler on average and means quieter operation. That's important enough for me to want to upgrade from this 2.6G Corei7 to Haswell but not enough for me to endure what I put up with on Win8 every time I have to bail out my wife on her laptop.


I doubt it would amount to more than a couple of watts, which means a hell of a lot by the way on a laptop battery life (1-2 hours), but doesn't even move the needle when it comes to the electric bill (1-2 cents?).

If that's your argument against Microsoft's business direction, and if you are claiming that PC processors are in decline over this, that argument is laughably weak.
