If Lisenby spent the time and money announcing the "commitment" to a funding deal (which is meaningless information by itself) once can easily assume that Lisenby would announce the actual important information (the funds actually being received). Based on the pps plummeting during the past two months, it is clear that potential investors/some shareholders are confident that MCIC has not received the 10 million dollars. The stock would not have dropped like a rock if they thought otherwise. Therefore, no money = the weather doesn't matter.
