It seems to be a very case by case procedure. Some stocks de-register and the shares are worthless. (That seems to be the definition.) But I'm reading about other stocks on the OTC that deregister their common stock to save costs.. which is a good thing for the overall company going forward. Their stock continues to be "tradeable" and has value.
