The way Jjdiddy and I described it is exactly how the process worked when I worked for Labor Ready 20 years ago and it is the industry standard today. The manners with which each company can expand on that standard are infinite. There are exceptions to everything. There were folks at my office who were selected for more skilled requirements, but waiting for those was a risk if you needed work. My guess is that whoever the competitor is that you cited is simply stating their process, but the practical application is quite different because ultimately the work gets filled by who's willing and available to work.
