The important thing to remember here is that the announcement from 2 years ago was for over 2000 units to be installed. Now it's a 200 unit agreement. That's 1 tenth of the original agreement. Or was it even an agreement? It sounds now like it was 11 units for testing and they just got their first approval for 200 unit rollout. Either way, Curt lied.
