Cal - looks like "(b) Requirements" of

SEC. 213. LIMITATION ON RECOVERY*

has no temporal aspect, i.e., if the leniency applicant <MU> fesses up to the claimant <RMBS>, "(b)" is satisfied no matter when that happens.
