Alright, since everyone asked my opinion: I am on the team of:
Okay, these BIBs were tested,evaluated,tires kicked..yadda,yadda..and apparently never encountered the situation that resulted in the free-flying BIB.
Certainly, the release and retrieval mechanics (tether, winch) were tested, and have a safety multiplier built in. One would be led to believe that the tested spec was approved (?) and that is what was requested, and subsequently delivered.
So..they got what they asked for, and it was apparently not what they needed. So they need to beef it up. Taa-daa.
