Although it does look like manipulation and rather suspicious, it is possible that they do not want this to break out before they get their ducks in a row with everything going on. Slow and steady assent is often desired instead of a big run followed by a reciprocated drop. Just a dif thought on it..... maybe its not such a terrible thing or not even the case at all
