So because he paid the interest and penalty that makes it right. Wonder why he did. Oh I know because if he didn't they would put padlocks on the door. Hmm wonder what didn't get paid to pay the bill,interest and penalty? In over his head it seems. Imagine if he doesn't pay the taxes and the IRS shuts him down say by by to your investment. You can get away with missing a payment with a lot of people but not the IRS.
