Remember that LUBBOCK and the other towns with high-rise buildings in the area were created from a desolate wasteland, the Llano Estacado, which even the Buzzards once refused to fly over, and was the refuge of the COMANCHE tribe for awhile.
They know how to be patient, see opportunities, get Government subsidies, and wait for payoffs.
What the LUBBOCK/Pemco group want with the CDEX shell is a mystery. But apparently, they do want it. CDEX would have crashed and burned without their help.
