As long as they pretend they have something, they stil have some plausible cover. As FaceBook shows, there are still people who believe they have real technology but have just been subject to unfortunate delays.

As soon as they admit they have nothing, and never have done, then the AMF and SEC investigations get joined by a number of civil suits on both sides of the border. The longer they can put that off, the better from their perspective.

First response:
IMO one needs to look not from context of the company but from context of the principal(s). View this as a "rock and a hard place" scenario, where the hardest hammer might just look like a flock of legal types able to bring criminal charges with an outlook of financial ruin and potential imprisonment. Any other other difficult hurdle, such as making lengthy delay seem a matter of normal course, would imo pale by comparison.
All JMO based on an assumption that there exists ongoing, serious investigation by AMF and/or SEC, as there does appear to be.

It seems clear Robert has at some point actually worked on a "heat engine" or some type of water-flow chamber designed around magnetron presence and microwave containment and absorption by the water-flow along with the circuitry needed to control the magnetrons based on settings and demand for water-flow. At any rate, assume that is the case.
If either the the control mechanism is not functioning, or if the performance of the device is abyssal, then it would make sense to buy time to either attempt to get the device functioning or to delay public knowledge of the failure to achieve advertised claims for the performance of the device.

How other way would you do it when you are trying to delay anyway posible the innevitable?????
Make an announcement saying that a new test will be scheduled in a month more or less and then give the new date for testing, three months away, so they get more chance to cook up the next round of excuses.
