Large population and state budget. Strong political footprint. Red state (IN), Purple state (OH) and blue state (PA) combo. Good military/national guard infrastructure. Some more aerospace manufacturing and contiguous to OH/IN--just to name a few.
I think these test site efforts more reflect the robustness of the respective state's economic development efforts because ED entities are heavily involved in OH/IN. Haven't studied PA's economic development culture but this single data point does not seem a good indicator. Of course, they may be really good and have their priorities elsewhere. Still, collaboration is harder than siloing. That is why I admire the network that Glenn is building for WSGI. So far in my experience he is a great collaborator--JMO. Best regards, IJO
