Madoff claims he did business with JP Morgan Chase, Citigroup, Bank of New York Mellon and HSBC among others and they knew what he was up to - perhaps the SEC also knew.
Banks that did business with Madoff argued at the time of Madoff's arrest in 2008 they had no knowledge of his crimes - there is no way in hell Madoff could have pulled off his scam without help from major banks - no way!
