how would buying 3 minutes after close at a much inflated price over the close be consider "getting cheapies"?
why would a whale wait 3 minutes after the close to buy a stock at a huge increase compared to the closing price?
that whale could have bought at a huge discount just minutes earlier!
and regardless: there is no after hours trading on otc. therefore one can only assume these formt trades are actually out of sequence trades which have taken place during regular trading hours.

With the sequester and all the red tape they probably just did process the application, checking its completeness, and issue the File number.
