So what you are saying is the FDA is also a SCAM because they didn't give BMSN a refuse to file (RTF) status to their IND but assigned them a IND number??? That is why Koos acquired a $20M funding for the clinical trial and an additional 800M shares, as these will be need to acquire those fundings....and no the $100M+ cost is for phase II and III so part of the Regen BioPharma business model is to sell this IND/patent for $100M+ after phase I or continue with it to get annual revenue of $1B+ (but this will take time and they will need to spend $100M+ in cost....do your DD first.
