One more thought: who is keeping track of the amount of gold,if any, being harvested and shipped.
Let's assume Paul is honest,and reports his bonanza to all concerned,pps goes up,Paul gets rich.

Let's assume Paul is dishonest,and deepdown in the jungle he sells his gold on the blackmarket,and tells us too bad so sad,we tried but no gold.pps goes down,and Paul has a bunch of equipment free and clear ready to cash in on,or mine gold with in between monsoons,when he wants to get away from it all,and put his skilled crew back to work.
