I'm not 100% convinced you're not investorstemcell, but maybe you're not so bad after all. Anyway, it isn't specifically one or the other. The FDA may choose to send a written letter of approval OR denial within 30 days. They can also choose not to answer at all, and according to policy, the sponsor company may then begin clinical trials after 30 days.
