I think this is what they're trying to do. Since the R/S ratio is unknown, they're requesting the largest amount of A/S that they think they'd need given any R/S ratio.

hmmm... this is something i was more/less wondering about and maybe should check again. does the A/S at 2b stay the same with the R/S... or is that a proportional number to the current O/S and will also reduce with the approval of an R/S?
