SRGE is a non reporting company , they dont have to say anything right now , but they do to keep there shareholders happy. IMO

Yes in literal terms, the dividend declared was .0002. However, based upon the pps SRGE was trading at on the day it was declared, it represented an approximate 2.7% dividend. And, as the price moves downward, for those just getting in, it actually translates into an ever higher percentage - currently 3.1%.
