When you take Bailey outside, take the wee-wee pad too. You've trained her to use the pad. She doesn't know the difference between inside and outside--she just knows that making on the pad is acceptable. (The pad has her scent marker.)

Put the pad in the same place outside each time, and maybe get a small garden fence to contain her in the pad area. AFTER she makes on the pad, then reward her by letting her play in the snow.

I see AK has already answered your question.

And correctly, I might add.

I would have given the same advice.

You might consider getting a second pad, one for in and one for out, until you get her really well trained. Once the weather breaks and you can spend more time outside, I would throw the outside one away and spend a lot of time with her outside and let her know it's ok to go anywhere outside. IOW, praise her wherever she goes outside to encourage her.

I use the term, "do your business" to train them to go if I am in a hurry. Every time you see her go potty, say "that's right, do your business." Sooner or later, she will get the idea.

Once she is comfortable that it is ok to go outside, throw the inside one away and try to watch her very closely so she doesn't get the idea that it's also OK to go anywhere inside.
