When you take Bailey outside, take the wee-wee pad too. You've trained her to use the pad. She doesn't know the difference between inside and outside--she just knows that making on the pad is acceptable. (The pad has her scent marker.)

Put the pad in the same place outside each time, and maybe get a small garden fence to contain her in the pad area. AFTER she makes on the pad, then reward her by letting her play in the snow.
