If I remember reading the articles surrounding that offer correctly, they bid lower than what they thought it was worth in the form of warrants because there was no guarantee their purchase would be enforced. So with such a guarantee it should fetch more. They seem to be willing to force it to a head one way or the other. Just another reason why government shouldn't get involved in business.
