In answer to your question from the way I understood it:
A). No, this is not an additional $150 million, it is still the same thing previously mentioned
B). There are many parties involved here with different roles to play for BION to get and be the recipient of the $150 million.
The parties are BION, Hardee County (several departments), Florida Development Finance Corporation (FDFC), and BB&T Capital Markets.
It is just part of the process of clarification before the go ahead with the issuance of the bonds for the $150 million to be raised.
