So what. they are a small time MM that has traded less than 1% of the total volume of this stock. suggesting they are anything but that is totally ludicrous.
Look at any other pennystock - they all have high and low prices that don't correlate with what the stock is trading at. saves them from babysitting the shares they need to sell!
