R/S is what stocks do that are worthless serial diluters like the one you mentioned. They do it so they sell more worthless shares. MVTG is already back up above prices I was paying for the stock in 2009, because MVTG had real patent applications that have now been issued, where as the one you mentioned has never even publicly published their many claimed applications, which they always stop talking about a year later when they pump their next BS PR.....
