The first PR stated that on or before Oct 18th, the name of the lab doing the testing will be announced. Then on the subsequent PR, Richard commented that on or before Oct 18th, another date for when the efficiency numbers will be made public. My question originally was what's the purpose of announcing the name of the lab only on or before Oct 18th? Why not just wait until the efficiency numbers are ready to be announced and PR both at the same time? What is the motivation behind announcing just the name first? Doesn't that strike you as being a little odd?
