Some would say David Patch is one of the best authorities regarding Naked Short Selling in the stock market. Even he recognizes that the FINRA daily short report is not a Naked Short or even a short at all;

There is much more documentation of how meaningless the daily REGSHO is. But do not take anyone's word for it; contact FINRA for verification.
