I didnt relize ameritrade only charged that? is that a flat fee or for the first 5000 shares only?

Scottrade charges a percentage per share on anything below a dollar.No margin on stocks below $5.00 and when i have tryed to put a sell order on hisc for a $1.00 they show an error message saying its to far from the actual price.
So ameritrade sounds good..my only problem with them is that they charge an inactivity fee...dont they?
