LOL, you're going gangsta on me. What little research I did on the main characters, I figure the City Councilman was more about brownie points, 1300 signatures and a small town....hmmmm.
The other being a neighbor "country gentleman" who liked country quiet, family owns half the town. It's just that this is a 60-year plus old site, original equipment was probably leaching far more than just oil contaminants.
