LOL, you're going gangsta on me. What little research I did on the main characters, I figure the City Councilman was more about brownie points, 1300 signatures and a small town....hmmmm.
The other being a neighbor "country gentleman" who liked country quiet, family owns half the town. It's just that this is a 60-year plus old site, original equipment was probably leaching far more than just oil contaminants. Was around far before that flood that happened that they fear will happen again. No doubt they're having soil samples pulled outside the fence......
