Their request is compliant with FAA Part 101 except for their "nocturnal" use IMO. I would advise them to start with daylight, compliant or "sheltered" operations and then try for exceptions. JMHO.

My gut says we should focus on the three highest murder rate cities in the US and see if we can provide eyes in the sky.

The below article shows how badly we need this kind of tool domestically.

Our response should be condolences and suggestions for future action so something like this doesn't go unanswered.

Private subdivisions that are close to high crime areas could be approached. They have budgets for surveillance already.
