Yep, my order was 1 to 2 cents above the ask for almost 10 minutes before filling. Being my first day on Etrade, I thought maybe I was missing a crucial step somehow, but it finally filled for me.

Ameritrade, (who rarely allows APS play tickers), filled immediately, and it filled at about .03 below the ask.
