That makes sense. When zoomed in it looks like the grooves are hollow.

Could be for air flow.



Zoom in and focus on the bottom of the grooves of this picture (CTRL and Scroll with the middle mouse button for the computer challenged)

Somebody should search for the patent that looks like this lol.

I disagree on the heat sink idea. The heat sinks I've seen have more surface area the further away from the heat source you get. With your theory, the opposite would be true here.
