You are correct that OTCBB stocks are not halted for trading due to "news" releases. But that is not the reason for the Aug 12th decision date, the FDA sets the date and does not consider the stock market in setting the date.

Unfortunately a weekend decision is usually not beneficial to individuals wishing to sell immeadiately after the announcement positive or negative, as if the decision is released Friday or Saturday, the knee jerk reaction in stock price is minimized as people have a chance to evaluate the effect on the stock.
