Nah, not necessarily. It's a VERY common provision in licensing agreements, namely to protect a business from competing interests.

This basically gives Apple a chance to glance over the contracts to make sure no competitors are trying to get into the same research that Apple may already be doing on their own.

Remember, Apple has set licenses with LMT currently, and those licenses allow them to also use the IP in research to further develop the IP. Let's say both Apple and LMT were working on a new breakthrough - separately but concurrently - and LMT by some miracle pulls it off before Apple manages to, it gives Apple the chance to acquire that license from LMT before LMT can sell it to one of Apple's competitors.

This is just one example.
