Actually jd, I'd disagree since wrongful death settlements/decisions against police departments cost plenty http://goo.gl/YlhD2. Having training systems in place helps to indemnify departments against such suits, and this is a large part of virtra's sales pitch to departments noting that the costs for a system is quickly saved by not having to pay out costs for these expensive settlements or decisions
