Well I know for certain, a CUSIP change or symbol change would cause all shares to be accounted for and replaced with the new shares under the new CUSIP or symbol. So MM's would have a tough time there if millions of shares out there were actually fake, and they had to tell their customers that, leaving them open to law suits and other federal penalties. So usualy when things like that are announced, if there are actual "air" shares out there, they cover them as quickly as possible.
But there is no plans right now to change the CUSIP, so we need a huge surge in buying volume (brought on by R/M or other significant news) to get them to cover. They would like to hold out for as long as they can, but they wold eventually have to cover to avoid Margin/Fed Calls, and other penalties that may result if they don't cover.
But I do not know if there is a way to indentify which MM's were the ones who sold "air" shares.
