Nope. That would only be the case with the most primitive, obsolete web platform imaginable. If their website is completely static and rebuilt from scratch by hand for every minor change, then even in that case it might be down for several seconds as old files were wiped and new files uploaded. Cache is easily cleared as well.

Bottom line, most sites out there are dynamic and content can literally be changed on the fly. This goes for everything from mom&pop shops to blogs, etc. I find it hard to believe that APS's site needs to go dark to update simple content. Even if they were rolling out an entirely new site, the old site could remain in place until mere moments before the new one goes up. This is a fact for almost every platform out there… unless of course their site is hosted by the Amish.

Sorry, webdev (enterprise-class apps and public dotcom's) is my field and what you're putting out there is just plain goofy.
