The company has no money, no income and is diluting shares into the market. They dilute by putting out fluff LOI PR's like they just recently did. This one didn't work so bad for them but I am sure they were hoping the PR would create more interest for dilution purposes. So they will need to go back to the drawing board. Before they do, they will try to dilute as much as possible before announcing that the LOI is not gonna happen due to some unforseen circumstances.
