Negotiations never got to the Finish, there Was No conclusion, they were Cut Off....Terminated...for One reason or another..!!

One needs to consider the Contextual Use of the word!!

"Terminate"... says they could not come to an Agreement!

"Finished"... would say they came to an Agreement!!


But You might consider being a Lawyer!!..fwiw

That is correct buck and even if you want to look at it negatively they are only terminated discussions on the add agency portion but no where did it say Failed Merger Talks.
